Fire safety

Within the territory of the JSC “Novoroslesexport” the fire safety is provided by fire and emergency rescue service established on the basis of Fire Safety Regulations 201-96 “Fire safety of the enterprises. General restrictions” and the Federal Act “About emergency rescue services and status of rescuers” passed in August 22, 2005 № 152-FA. The service is operating on the basis of the license №1/01808 issued by General board of Federal Service of fire protection and on the basis of the certificate № 001460 issued by the Ministry of Russian Federation for Civil Defense, Emergency Management and Natural Disasters Response for the right of performance of emergency rescue operations and other urgent works in emergency cases.

The fire and emergency rescue service of the JSC “Novoroslesexport” is located on the territory of the enterprise and occupies the building of two floors. The service is equipped with the following facilities necessary for fire extinguishing and elimination of accidents:

• 3 fire tank trucks designed for delivery of the fire crew and fire extinguishing facilities to the site of fire;
• A fire-hose truck designed for delivery of 2000 meters of fire-hose supply to the site of fire and for mechanical laying of fire-hose lines;
• A fire pump station designed for supply of large amount of water (110 l/sec) to the site of fire.

• fire ladders; rescue ropes; safety hooks; medical litter; first aid medical kits;
• fire proximity suits; hand fire nozzles and master stream nozzles; necessary supply of fire-hoses (over 3000 meters); foam hoses and other fire extinguishing equipment;
• Safety suits L – 1; industrial gas masks with protective boxes; chemical agent detectors and radiation control devices; implements for opening and breakdown of constructions.

• The buildings and constructions within the territory of the enterprise are supplied with primary fire extinguishing facilities – fire extinguishers;
• Each working area and warehouse is equipped with fire-fighting accessories board having water barrels, buckets, sandboxes, shovels, spades and fire-hooks.

• Portable radio stations – 10 units;
• Telephone and direct communication with municipal emergency fire services.

1. The external circular fire water pipe-line with section of 150 mm and 46 fire hydrants:
   
   - Area 1 is equipped with 11 fire hydrants;
   - Area 2 is equipped with 9 fire hydrants;
   - Area 3 is equipped with 22 fire hydrants;
   - Area 5 is equipped with 3 fire hydrants.
   
   The water pipe-line is connected to city water supply system and to a couple of fire water tanks 600 m³ each.
   
   
2. The administrative buildings and secured warehouses are equipped with internal water pipe-line and fire hydrants.
3. 10 water extinction basins for supply of mobile fire fighting machinery are located within the working territory of the enterprise.
4. Within the territory of working area 1 and 3 (warehouse areas for storage of sawn-timber packages) the open fire standpipe with 300 mm section is laid. The fire standpipe is equipped with fire hydrants and connected though high-pressure intensifier pumps to a couple of water extinction basins 600 m³ each. In case of fire the standpipe can be connected to high pressure (16 atm.) city water supply system through water valve.
5. Within the territory of working area 4 the fire standpipe with 250 mm section is laid. It is connected through a fire water pump station to a couple of water extinction basins 250 m³ each.

Each quarter the fire and emergency rescue service is testing the fire water supply system with further drawing out of a special report with stating of all malfunctions discovered.

The maintenance of fire fighting systems is provided by chief power engineer service.

According to Fire Safety Regulations НПБ 110 – 03 “List of buildings, constructions, premises and equipment to be protected with automatic fire detection and fire fighting devices” the following objects at the enterprise are equipped with fire alarm system:

1. The building of administration (2, Mira str.). This office is equipped with an exclusive up-to-date automatic fire alarm and fire warning system;
2. Administrative building (6, Portovaya str.);
3. Polyclinic building;
4. Glued boards unit;
5. Canteen at the 3-rd working area;
6. Working and administrative premises of transport and maintenance section;
7. Building of administrative and common use, Area 5;
8. Administrative building, Area 7;
9. Building of the fire and emergency rescue service;
10. Warehouse for metal goods located within the berth territory;
11. Common use premises at the 1-st floor of common use building, Area 6;
12. Cold storage building of 5000 tons;
13. Drying and packaging complex.

The federal act № 116 “About industrial safety at dangerous objects” passed by State Duma in July 20, 1997 is the basic legal document which regulates the activity of the JSC Novoroslesexport” in the field of industrial safety.

This federal act determines legal, economical and social grounds for providing of safe maintenance of dangerous industrial objects and it is designed to prevent accidents at dangerous industrial objects and to provide readiness of organizations which maintain dangerous objects for localization and recovery from the said accidents.

1. Structural description of the enterprise in regard to industrial safety.

The safety of operating activity of the JSC “Novoroslesexport” is provided by department of ecology and industrial safety established for this purpose. With its powers and in execution of federal act № 611 the special measures are taken in order to provide safe maintenance of dangerous industrial objects (DIOs).

Fifteen DIOs are located on the territory of the JSC “Novoroslesexport”. These ones enter the register of dangerous industrial objects of Rostekhnadzor (Russian Technical Survey Inspection) as the objects with technical facilities which make it possible for the enterprise to perform its operating activity:

• System of gas consumption of the enterprise
• Loading sector of area 7
• Storage platform of area 2
• Platform of unloading front of work sector 1
• Platform of unloading front of work sector 2
• Platform of unloading front of work sector 3
• Platform of timber preparation of work sector 1
• Platform of timber preparation of work sector 3
• Platform of timber preparation of work sector 4
• Platform of loading sector of area 6
• Transport sector
• Platform of loading sector of area 5
• Sector of railway transportation of dangerous substances
• Sector of motor transportation of dangerous substances
• Administrative block

• The JSC «Novoroslesexport» is arranging a number of measures designed to provide safe maintenance of DIOs and technical facilities providing operational activity. The following normative documents were developed for this purpose:
  
  - regulations for industrial control;
  - regulations for investigation of accidents and emergency cases at DIOs.
  
  
• In order to provide normal operation and technical availability of cargo gear some special officials have been appointed within the port:
  
  - special officials responsible for safe performance of works;
  - special officials responsible for normal conditions and maintenance of cargo gear;
  - special officials responsible for cargo gear survey.
  
  
• The personnel of the JSC “Novoroslesexport” responsible for loading operations is regularly certified by special commission established for that purpose.

The major state body controlling execution of Federal act № 611 is the Federal Service of ecological, technological and nuclear control and its regional departments as well. The JSC “Novoroslesexport” is cooperating closely with state inspectors and federal controlling bodies providing execution of all normative documents.

The department of ecological and industrial safety was established in order to provide ecological safety in regard to activity of the enterprise. One of its aims is to provide execution of federal acts “About protection of the environment” and “About industrial safety of dangerous industrial objects”.

Within the framework of activity of the ecological service in port the federal act №7 of November 10, 2002 is applied having the following basic principles:

• observation of human right for safe environment;
• scientifically based combination of ecological, economical and social interest of person, society and state providing sustainable development of society and safe environment.

The JSC “Novoroslesexport” department of ecology performs permanent monitoring of environment conditions:

• control over nature and amount of generated wastes;
• control over nature and amount of discharge into the atmosphere;
• control over nature and amount of water environment pollution.

The JSC “Novoroslesexport” department of ecology applies the following documents in its activity:

- federal act № 89 of June 04,1998 «About consumer and industrial wastes»;
- federal act № 96 от May 04, 1999 «About protection of the atmosphere»;
- federal act № 167 of November 16, 1995 «Russian Water Code»;
- federal act №187 of November 30, 1995 «About Russian Continental shelf»;
- instructions for protection from vessel’s pollution.

In order to maintain normal environmental conditions at the enterprise the precise and complete control was arranged over:

• generation, storage and utilization of more than 30 kinds of industrial waste;
• over technical conditions of dust-holding units, technological equipment reducing discharge of polluting agents.

For the purpose of ecological monitoring the JSC “Novoroslesexport” has concluded the following agreements:

- with chemical laboratory of «BTOF» to control over discharge of polluting agents into the atmosphere;
- with testing laboratory of «Novorossiysk scientific research center of maritime biology” for making analysis of sea and sewage water.

In its work the above department of the JSC “Novoroslesexport” interacts with the following state controlling bodies:

• North Caucasian department of technological and ecological survey (Krasnodar);
• Black Sea department of GUPR and OSS MPR of Russian Federation in Krasnodar region (Novorossiysk);
• Regional department of federal service of control and survey in the field of protection of consumers and human wealth in Krasnodar region (Novorossiysk, Gelendzhik);
• Kuban water basin department;
• Department of control and survey at sea, continental shelf and regulation of maritime works of Department of Rosprirodnadzor in Krasnodar region;
• Black Sea group of Federal Service of environmental control in Krasnodar region;
• Marine authority of Novorossiysk port.

Due to joint efforts of ecological and industrial safety department of the JSC “Novoroslesexport” and state controlling bodies such a great deal was done for minimization of negative influence the enterprise was rendering upon the environment, for providing of timely reaction to the threat of pollution of the environment and for improvement of environmental conditions within the city limits as well.

The JSC “Novoroslesexport” department of labor protection provides safe labor activity at the enterprise. The following normative documents are applied:

• Labor code of Russia;
• Federal act № 181-FZ of June 17, 1999 «About basic principles of labor protection in Russia»;
• Decrees of Ministry of Healthcare and Social development;
• Instructions of Ministry of Education and Science;
• International Maritime Dangerous Goods Code (IMDG);
• Collective agreement of the JSC “Novoroslesexport”.

The activity of this department is directed to prevention of labor accidents, training and certification of staff, execution of the JSC “Novoroslesexport” social program. The activity above is including:

• Training and certification of specialist and management team in the field of labor protection within their employment duties;
• Re-training, training and certification of managers and engineers if operating with dangerous goods (cargo areas 2,5,6 and 7, ecological and industrial safety department, labor protection department);
• Re-training, training and certification of dockers if operating with dangerous goods (cargo areas 2,5,6 and 7);
• Supply of workers with special uniform, special footwear and personal protection equipment;
• Supply of workers with flushing and detergent agents;
• Arrangement of periodical medical examination;
• Free supply of milk, kefir and juices for workers employed in harmful labor conditions.
